Two departments: strengthening farmland protection, seed industry revitalization, and agricultural machinery and equipment support.

  Provinces, autonomous regions, municipalities directly under the central government and cities specifically designated in the state plan, agriculture and rural areas (agriculture and animal husbandry), animal husbandry and veterinary departments (bureaus and commissions), finance departments (bureaus), Agriculture and Rural Bureau of Xinjiang Production and Construction Corps, Finance Bureau, Beidahuang Land Reclamation Group Co., Ltd., Guangdong Provincial Land Reclamation Bureau, and relevant directly affiliated units of the Ministry of Agriculture and Rural Affairs:

  In order to thoroughly implement the spirit of the Sixth Plenary Session of the 19th CPC Central Committee, the Central Economic Work Conference and the Central Rural Work Conference, in accordance with the deployment requirements of Document No.1 of the Central Committee, in 2022, the central government will arrange agricultural production development funds, subsidies for agricultural resources and ecological protection, subsidies for animal epidemic prevention, and subsidies for fishery development, support deepening the structural reform of the agricultural supply side, accelerate the modernization of agriculture and rural areas, and comprehensively promote rural revitalization. In order to guide all localities to do a good job in project implementation and ensure the effective implementation of policies, relevant matters are hereby notified as follows.

  First, the general idea

  Adhere to the guidance of the Supreme Leader’s Socialism with Chinese characteristics Thought in the New Era, implement the major decision-making arrangements of the CPC Central Committee and the State Council on the work concerning agriculture, rural areas and farmers, adhere to the principle of keeping the word steady, strive for progress while maintaining stability, and adjust and optimize the stock, and make overall arrangements to increase the production capacity around the stable grain production area, the stable industrial development foundation and efficiency, the steady pace of rural construction and the steady income of farmers. Strengthen policy guidance, reform and improve implementation methods, ensure that the overall policy remains stable, key tasks are fully guaranteed, and major pilot projects are effectively implemented, help firmly hold the two bottom lines of ensuring national food security and not returning to poverty on a large scale, and promote new progress in rural revitalization and new steps in agricultural and rural modernization. The funding arrangement of the project highlights three orientations: First, highlight key areas, make great efforts to support the improvement of the supply guarantee capacity of important agricultural products such as grain and soybean oil, strengthen the basic support of modern agriculture, promote the integration of rural industries and promote the green development of agriculture. The second is to highlight overall planning and convergence, scientifically promote policy planning, task planning and fund planning according to the respective policy objectives and functional attributes of the project, optimize the expenditure structure, promote convergence and matching, improve capital efficiency, form policy synergy, and concentrate funds on major events. The third is to highlight innovation guidance, improve the management mode of "big project+task list", strengthen the project and fund arrangement mechanism oriented by performance evaluation results, compact local investment responsibility, incite financial and social capital investment, and guide farmers and new agricultural business entities to participate actively.Expand effective investment in agriculture and rural areas.

  Second, the key tasks

  (a) to ensure the effective supply of important agricultural products such as grain and oil. In-depth implementation of the strategy of "storing grain on the ground and storing grain in technology", increase policy support for grain and oil production, make overall plans to promote strong and stable wheat production and centralized rice seedling raising, do everything possible to stabilize grain production and increase oil production capacity at the same time. Promote the stable and healthy development of animal husbandry, promote the green development of fishery, and make overall plans for the production of vegetables, cotton, sugar and gum.

  (two) to strengthen the protection of cultivated land, seed industry revitalization, agricultural machinery and equipment support. We will steadily implement the subsidy policy for the protection of cultivated land fertility, strengthen the protection of black land in Northeast China, expand the area of protective farming, and promote the protection and quality improvement of cultivated land. Carry out pilot projects of soil census. Implement subsidies for improved varieties of livestock and poultry, stably support the protection of national livestock and poultry genetic resources, carry out production performance testing, continuously improve the level of variety breeding, and enhance the core competitiveness of China’s livestock and poultry seed industry. Accelerate the short board of agricultural machinery and equipment, promote the application of Beidou terminal and auxiliary driving system for agriculture, and carry out pilot projects for the integration of agricultural machinery R&D, manufacturing, promotion and application.

  (3) Vigorously promote the integrated development of agricultural industries and the revitalization of rural talents. Focus on the goal and task of stable production and supply, and make overall arrangements to build a number of national modern agricultural industrial parks, industrial clusters with advantages and characteristics, and towns with strong agricultural industries. Make overall plans to promote the construction of agricultural modernization demonstration zones. Cultivate high-quality farmers, implement the project of cultivating "head geese" for rural industrial revitalization leaders, cultivate a group of rural industrial revitalization leaders, accelerate the agricultural socialization service, and lead the development of small farmers.

  (4) Promoting the protection and utilization of agricultural resources and green transformation and development. We will deepen the reform of the agricultural subsidy system guided by green ecology, promote the innovation of the system and mechanism of agricultural green development, and effectively protect resources such as cultivated land, grasslands and aquatic organisms. Strengthen the management of agricultural ecological environment, improve the scientific use and recycling level of plastic film, promote the comprehensive utilization of crop straw, and steadily promote the pilot project of green planting and recycling agriculture.

  (5) Support the development and growth of rural characteristic industries in poverty-stricken areas. Implement the decision-making arrangements of the CPC Central Committee and the State Council on the effective connection between consolidating and expanding the achievements of tackling poverty and rural revitalization, support poverty-stricken areas to develop and expand industries with distinctive advantages and enriching the people, improve the support and facilities for industrial development, enhance the development level of the whole industrial chain, cultivate and expand new agricultural business entities, and improve the mechanism of linking agriculture with agriculture and enriching farmers. Related fund projects continue to tilt towards poverty-stricken counties.

  Third, strengthen policy implementation and supervision and evaluation

  (1) Promote overall use. Implement and improve the management mode of "big project+task list" to effectively improve the accuracy, directionality and effectiveness of the policy. Binding task grant funds shall not be used as a whole. Provinces (autonomous regions and municipalities directly under the Central Government) may, on the basis of completing the task list and performance targets, make overall arrangements for guiding task grant funds within major projects, but they shall not integrate funds across transfer payment projects, arrange funds beyond the scope of the task list, and shall not cut the central financial funds into pieces for local policy tasks at the provincial level or below. The funds allocated to 832 poverty-stricken counties (formerly the key counties of national poverty alleviation and development work and counties in contiguous poverty-stricken areas) shall be implemented in accordance with the Notice of the Ministry of Finance and other 11 departments on Continuing to Support Poverty-stricken Counties to Coordinate the Use of Financial Agriculture-related Funds (Cai Nong [2021] No.22). Encourage all localities to make use of existing capital channels according to regulations, strengthen policy convergence and cooperation, and promote the overall planning of related projects in the implementation process.

  (2) Refine the implementation plan. Provincial agricultural and rural financial departments should pay close attention to organizing the preparation of provincial implementation plans as required, and clarify the implementation conditions, subsidy objects, subsidy levels, implementation requirements and regulatory measures. It is necessary to study and determine the subsidy method according to local conditions, encourage the adoption of support methods such as government purchasing services, building first and then subsidizing, and replacing subsidies with awards, and actively explore more scientific and effective support models that are suitable for different subjects. All provinces (autonomous regions and municipalities directly under the Central Government) should strengthen communication with the Ministry of Agriculture and Rural Affairs and the Ministry of Finance in the process of compiling the implementation plan, and formally issue it before June 30, 2022 and report it to the Ministry of Agriculture and Rural Affairs and the Ministry of Finance for the record in the form of a joint document issued by the provincial agricultural and rural departments. At the same time, the implementation plan and fund arrangement of agricultural production development projects should be reported to the transfer payment management platform of the Ministry of Agriculture and Rural Affairs simultaneously according to regulations.

  (3) Strengthen policy openness. Provincial agriculture, rural areas and financial departments should promptly release the central government’s policy of supporting agriculture and the provincial implementation plan to the public, urge and guide grass-roots agriculture, rural areas and financial departments to strengthen the disclosure of agricultural subsidies declaration information according to the prescribed procedures, simplify the declaration process, publicize the declaration guidelines, and guarantee the right to know and choose the agricultural subjects. Relevant information disclosure channels and inquiry methods are reported to the Ministry of Agriculture and Rural Affairs and the Ministry of Finance for the record. It is necessary to do a good job in publicizing information such as the object of subsidy and the arrangement of funds, and widely accept social supervision. It is necessary to publicize and interpret the policy through various channels, so that the broad masses of farmers, new agricultural business entities and grassroots cadres can accurately understand and grasp the policy content, and actively create a good atmosphere conducive to policy implementation.

  (4) Strict process control. Local agricultural, rural and financial departments at all levels should strengthen regular scheduling, supervision and guidance of project implementation, and timely grasp the project implementation and the use of funds. Provincial agricultural and rural financial departments should strengthen daily supervision and management, innovate working methods, properly handle problems in project implementation in a timely manner, and report major issues to the Ministry of Agriculture and Rural Affairs and the Ministry of Finance in a timely manner. All provinces (autonomous regions and municipalities directly under the Central Government) shall report the implementation of funds through the transfer payment management platform of the Ministry of Agriculture and Rural Affairs every month since July 2022, and submit the summary report of project implementation before January 31, 2023, and submit relevant basic data as required. All provinces (autonomous regions and municipalities directly under the Central Government) should ensure the authenticity, accuracy and completeness of all data, and the submission of relevant data materials should be included in the performance evaluation scope of relevant funds.

  (5) Strengthen the supervision of funds. The financial, agricultural and rural departments of all provinces (autonomous regions and municipalities directly under the Central Government) should conscientiously implement the Guiding Opinions on Further Strengthening the "One Card" Management of Financial Subsidies for Benefiting the People and Benefiting the Farmers jointly issued by the Ministry of Finance and other seven departments, standardize the subsidy funds on behalf of financial institutions, and strengthen the issuance management of financial subsidies for benefiting the farmers. The financial, agricultural and rural departments at all levels should effectively strengthen the supervision of funds, and may not accept the fund projects directly declared by the intermediary agencies. The application materials between the higher and lower levels and the relevant government departments at the same level may not be operated through the intermediary agencies, and financial subsidies may not be used to pay the intermediary fees.

  (6) Deepening performance management. Provincial finance, agricultural and rural departments should further establish and improve the performance evaluation mechanism of projects in this region in accordance with the Measures for the Performance Management of Agriculture-related Transfer Payment Funds, incorporate the realization of policy objectives, the completion of task list and the management of fund use into the index system, strictly reward and punishment measures, and comprehensively evaluate and assess the implementation of policies. The Ministry of Agriculture and Rural Affairs and the Ministry of Finance will adopt a combination of performance monitoring and spot check, focusing on evaluating the standardization of fund arrangement, the progress of fund implementation, information submission, local financial investment and social capital investment, and organizing performance evaluation of key tasks and key areas. In violation of the provisions of the central government funds for local tasks, the central government will be deducted when arranging funds for the next year. If the intermediary agency directly declares the project and uses the financial subsidy funds to pay the intermediary fees, once verified, the project support objects will be blacklisted, and the relevant counties (cities, districts) will suspend arrangements for the implementation of the project.

  The central financial funds for agricultural production development are mainly used for direct subsidies to farmers, as well as supporting agricultural green development and technical services, agricultural management mode innovation, and agricultural industry development.

  I. Steady implementation of the direct subsidy policy

  (a) the stable implementation of farmland fertility protection subsidies. Conscientiously implement the requirements of the Notice of the Ministry of Finance and the Ministry of Agriculture on Comprehensively Pushing Forward the Reform of "Three Subsidies" in Agriculture (Cai Nong [2016] No.26) and the Notice of the General Office of the Ministry of Finance and the General Office of the Ministry of Agriculture and Rural Affairs on Further Improving the Work of Farmland Fertility Protection Subsidies (Cai Ban Nong [2021] No.11), and continue to steadily implement the policy of farmland fertility protection subsidies. Strictly implement the relevant provisions of the state on the control of the use of cultivated land, increase the nuclear strength of the use of cultivated land, and the cultivated land that has been used as livestock farms, woodlands, grasslands, and plots of grain fields that have been converted into protected agricultural land, non-agricultural expropriation (occupation) cultivated land and other cultivated land that has changed its use shall not be subsidized, and those that have been abandoned for more than one year shall be disqualified from subsidies for the following year. In accordance with the requirements of strictly implementing the priority of farmland utilization, we will further strengthen the policy orientation of farmland fertility protection subsidies, establish and improve the linkage mechanism between farmland fertility protection subsidies and farmland law enforcement supervision and inspection, and resolutely curb the "non-agricultural" of cultivated land and the "non-grain" of basic farmland. In accordance with the requirements of direct fund management, strengthen departmental cooperation, improve policies and systems, optimize work processes, standardize management methods, do a good job in policy propaganda, and ensure the stable implementation of policies. Do a good job of connecting the standardized entry forms of the direct fund monitoring system, and do a good job of connecting the "one card" system with the direct fund monitoring system in areas with conditions. Make good use of the direct fund monitoring system,Strengthen fund supervision, gradually build and form a subsidy big data management system, and improve the standardization, accuracy and timeliness of subsidy distribution. Strictly guard against the "leakage" of subsidy funds, and severely deal with fraudulent, corrupt, misappropriated or illegally distributed behaviors according to laws and regulations.

  (two) the payment of one-time subsidies to the actual grain farmers. Conscientiously implement the relevant requirements of the Notice of the Ministry of Finance on Issuing the One-time Subsidy Fund Budget for Actual Grain Farmers in 2022 (Cai Nong [2022] No.16), and distribute subsidies to actual grain farmers as soon as possible. The financial, agricultural and rural departments at all levels should further improve the working mechanism, clarify the division of responsibilities, closely communicate and cooperate, and form a joint effort. Improve the management system, simplify the workflow, speed up the progress of disbursement, and do not delay the allocation of stranded funds for any reason. Sort out the process of fund allocation, establish a regular scheduling system, track the progress of fund allocation, do a good job of execution analysis, and report the distribution situation to the transfer payment management platform in time. Strengthen the maintenance and update of the basic data of the "one card", and send the account details to the issuing bank in time to ensure that the subsidies are really distributed to the actual grain farmers. If the distribution fails due to incorrect basic information, the information shall be corrected in time according to the feedback data of the bank, and it is strictly forbidden to use appropriation as a branch to form a deposit in the "one-card" special account.

  (three) the implementation of agricultural machinery purchase and application subsidy policy. In the implementation of the General Office of the Ministry of Agriculture and Rural Affairs and the General Office of the Ministry of Finance on Printing and Distributing < 〈2021&mdash; Notice on Guiding Opinions on the Implementation of Agricultural Machinery Purchase Subsidies in 2023 (No.8 [2021] of the Agricultural Office), carry out the pilot project of agricultural machinery purchase and application subsidies, and explore and innovate the payment method of subsidy funds based on the application of machinery. We will carry out an integrated pilot project of R&D, manufacturing, promotion and application of agricultural machinery, accelerate the creation of short-board weak equipment such as large-scale high-end intelligent agricultural machinery, advanced and applicable small niche machinery in hilly areas, and package cotton pickers, and integrate the application of Beidou intelligent monitoring terminal and auxiliary driving system to promote the independent, safe, controllable and high-quality development of agricultural machinery industry. Efforts will be made to promote the subsidy machine with the advantages of importing and exporting, superior machines and supplementing, complementing each other’s strengths and weaknesses, rewarding the superior and punishing the inferior, focusing on supporting special machines such as grain drying, crawler-type operation, corn and soybean strip compound planting, rape harvesting and small applicable machines in hilly areas, and vigorously promoting complete sets of facilities and equipment urgently needed for the development of modern breeding industry and smart agriculture. Gradually reduce the amount of subsidies for the items (grades) of machines and tools with obviously excessive possession and relatively backward technology in the region, or withdraw from the scope of subsidies, in which the proportion of subsidies for wheeled tractors is reduced to less than 20%. Support the weak links in mechanization of grain and oil crop production, innovative products and complete sets of facilities and equipment required for corn and soybean strip compound planting into the subsidy pilot, appropriately raise the subsidy standard according to regulations, and the relevant machines and tools do not occupy the capital scale and item indicators of the new agricultural machinery product pilot.The cumulative number of machines and tools to increase the proportion of subsidies in the province shall not exceed 10 items. Deepen the application of agricultural machinery product certification certificate in the qualification acceptance of subsidized machines and tools, strengthen the qualification requirements of key and new subsidized machines and tools such as tractors, plant protection unmanned aerial vehicles and Beidou terminals, and adopt certification certificates and third-party inspection reports as the basis for filing, actively explore the on-site demonstration and evaluation of key supervision machines and tools such as regional integration filing data form review and subsidy amount calculation ratio improvement, local cumulative subsidies implementation and new subsidy scope. Strictly rectify the serious and above violations such as providing false filing materials, falsely invoicing, and fictitious reporting, guide enterprises to participate in the implementation of subsidy policies in a standardized manner, and effectively improve product quality and manufacturing level. Grasp the supervision and management of high-value, high-subsidy and accumulative subsidized machines and tools. It is strictly forbidden to directly link the amount of subsidies with the price of machines and tools, strengthen risk assessment and emergency response, and vigorously promote information measures such as QR code identification, mobile APP application, and Internet of Things monitoring. Implement the provincial fiscal expenditure responsibility according to law, and jointly guarantee the demand for subsidy funds. The provinces that fail to fulfill the expenditure responsibility will be included in the performance evaluation and the central financial funds for the next year will be deducted accordingly. We will conscientiously implement the provisions on the examination of subsidy applications and the payment of subsidy funds within a limited time, effectively speed up the payment of subsidy funds, and protect the legitimate rights and interests of farmers.

  Second, continue to promote the green development of agriculture

  (1) Implement green, high-quality and efficient actions for key crops. Focusing on grain and soybean oil crops, we will carry out the "five unifications" of planting varieties, fertilizer and water management, pest control, technical guidance and mechanical operation, and integrate and popularize new technologies, new varieties and new machines, so as to build a number of grain demonstration bases for high-quality wheat with strong gluten and weak gluten, high-quality edible rice and special processing early rice and high-yield and high-quality corn, and at the same time integrate and demonstrate and popularize high-quality varieties and regions such as high-oil and high-protein soybeans, "double low" rapeseed and high-oil and high-oleic peanuts. Select suitable areas to carry out high-quality and efficient soybean planting demonstration in saline-alkali land, and tap the potential of seed expansion. Give due consideration to economic crops such as vegetables, and build green, high-quality and efficient model fields and quality improvement bases.

  (2) Deepen the reform and construction of the grass-roots agricultural technology extension system. Using the platform carriers such as the National Modern Agricultural Science and Technology Exhibition Base, focusing on stable grain production, soybean oil seed expansion and effective supply of agricultural products, according to the natural conditions and production methods in different regions, we will demonstrate and popularize major leading technologies and agricultural main push technologies to promote the transformation and application of agricultural science and technology at the county level. We will continue to implement collaborative extension of major agricultural technologies, stimulate the vitality of various extension subjects, and establish a linkage extension mechanism. We will continue to implement the special appointment plan for agricultural technology extension, and recruit special agricultural technicians (animal epidemic prevention) from local experts, new agricultural management entities, and planting and breeding energy through government purchase of services.

  Third, develop and expand rural industries

  (1) Accelerate the integration and development of agricultural industries. Coordinate the layout and construction of a number of national modern agricultural industrial parks, industrial clusters with advantages and characteristics, and towns with strong agricultural industries. Focus on ensuring national food security and effective supply of important agricultural products, focusing on important agricultural products such as rice, wheat, corn, soybeans, rapeseed, peanuts, cattle and sheep, pigs, freshwater aquaculture, natural rubber, cotton, sugar, milk, seed industry and protected vegetables, giving due consideration to other characteristic agricultural products, and building a strong industrial town as the foundation, industrial parks as the engine, industrial clusters as the backbone, hierarchical layout of provinces, counties and townships, and coordination of points, lines and areas.

  (two) the implementation of dairy revitalization and healthy breeding of livestock and poultry. First, the whole county promotes the improvement of dairy production capacity. Support dairy counties to develop standardized large-scale dairy farming, promote the application of advanced intelligent facilities and equipment, promote the matching connection between dairy farming and forage planting, select qualified dairy farmers and farmers’ professional cooperatives to carry out the pilot project of feeding and processing integration by relying on their own milk sources, and demonstrate and drive the high-quality development of dairy industry. Implement alfalfa development actions, support infrastructure construction and equipment upgrading such as alfalfa planting, harvesting, transportation, processing and storage, and enhance the supply capacity of alfalfa and other high-quality forage materials. The second is to implement grain to feed. Focus on the farming-pastoral ecotone and the Huang-Huai-Hai region, support large-scale herbivorous livestock farms (households), enterprises or farmers’ professional cooperatives and specialized forage storage service organizations, store and use high-quality forage such as silage corn, alfalfa, forage oats, ryegrass, forage rye and forage sorghum, and accelerate the adjustment of planting structure and the development of modern forage industry by raising and planting seeds. According to the local breeding tradition and resources, all localities can bring the forage varieties with regional characteristics with feeding needs into the scope according to local conditions. The third is to implement the incremental quality improvement action of beef cattle and mutton sheep. Further expand the implementation scope of the project, select large cattle (sheep) breeding counties with relatively good industrial base in 19 provinces (autonomous regions) such as Jilin, Shandong and Henan, and support the development of the whole industrial chain of expanding and improving the quality of basic cows and raising cattle and sheep with grass. The fourth is to implement subsidies for improved varieties. Beef cattle farms (households) that use improved semen to carry out artificial insemination in the project area in major grassland and pastoral provinces,And farms (households) that can breed more than 30 ewes and more than 25 cows by purchasing excellent sires to support the promotion of improved animal husbandry in pastoral areas. Give appropriate subsidies to pig farms (households) that use improved pig semen to carry out artificial insemination in pig counties to speed up the improvement of pig varieties. The fifth is to implement the action of improving the quality of bee industry. Support the protection and utilization of bee genetic resources, improve the level of breeding facilities and equipment, support bee farmers to carry out disaster prevention and mitigation, and carry out pilot projects for efficient bee pollination of crops.

  (3) Support the development of seed industry. Encourage local governments to explore ways to protect and utilize resources by combining conservation and promotion with conservation, continue to strengthen the basic work of breeding innovation, and promote the high-quality development of seed industry. Continue to support qualified national livestock and poultry genetic resources conservation farms, protected areas and gene banks and other national-level livestock and poultry genetic resources protection units to carry out livestock and poultry genetic resources protection, and support qualified national livestock and poultry core breeding farms, breeding male livestock stations, and dairy cattle production performance testing centers to carry out production performance testing of breeding livestock and poultry and dairy cows.

  (4) Promoting the protection and development of agricultural products with geographical indications. Focusing on production standardization, product characteristics, identity identification and full digitalization, we will improve relevant standards and technical specifications, support the preservation of characteristic germplasm, maintenance of characteristic quality and evaluation of characteristic quality of geographical indication agricultural products, promote the production standardization of the whole industry chain, tap farming culture, strengthen publicity and promotion, strengthen quality and safety supervision and brand building, and promote the industrial development of geographical indication agricultural products.

  Fourth, vigorously cultivate new agricultural business entities

  (1) Improve the technological application and production and operation capabilities of new agricultural business entities. Support demonstration cooperatives and demonstration family farms of farmers’ cooperatives at or above the county level to improve production and operation conditions, standardize financial accounting, apply advanced technology, promote the docking of social enterprises, and enhance the production capacity of scale, intensification and information. Efforts will be made to increase support for family farms and farmers’ professional cooperatives and cooperatives engaged in grain and soybean oil planting. Encourage all localities to strengthen the construction of counselors and service centers for new agricultural business entities, and entrust them to provide technical guidance, industrial development, financial management, marketing and other services for family farms and farmers’ professional cooperatives through government purchase services. Encourage all localities to carry out the quality improvement of farmers’ professional cooperatives and promote the whole county.

  (2) Popularizing socialized agricultural production services. Focus on the production of grain and soybean oil, support qualified farmers’ professional cooperatives, rural collective economic organizations, professional service companies and supply and marketing cooperatives to carry out agricultural socialization services, and promote the development of service-driven scale operations.
