New national regulations
Four new standards for electric vehicle industry will be formally implemented.
Since November 1st, four national standards for electric vehicles formulated by the State Administration of Market Supervision have been officially implemented, namely, General Requirements for Electric Bicycles, Technical Requirements and Test Methods for Occupant Protection Assemblies of Electric Bicycles, Safety Requirements for Battery Systems of Electric Bicycles and Marking Requirements for Electric Bicycles.


These standards clearly stipulate the design and manufacture, safety performance, battery system and identification of electric vehicles, involving handlebars, lithium batteries, buses and electronic control systems of electric vehicles, which is conducive to standardizing the market order of electric vehicle industry and improving the safety of electric vehicles.
All-round and three-dimensional observation of nature reserves
The Ministry of Ecology and Environment recently issued the Technical Specification for Investigation and Observation of Ecological Environment in Nature Reserves, which will be implemented from November 1 this year. The "Technical Specification" takes into account the diversity of ecosystems and species, and will comprehensively observe the nature reserves in an all-round and three-dimensional way by integrating various observation techniques of "sky and land".

The Technical Specification sets a series of indicators for investigation and observation in five aspects: biodiversity, ecosystem service function, environmental quality, natural conditions, disasters and human activities. All kinds of observation techniques of "Sky and Earth" will be comprehensively utilized to form an all-round, three-dimensional investigation and observation technical system that combines remote sensing monitoring, ground observation and field investigation, data collection and investigation and statistics.
Cancel the certification requirements for foreign official documents
On March 8, 2023, China acceded to the Convention on Abolishing the Certification Requirements for Foreign Official Documents (hereinafter referred to as the Convention). The Convention will enter into force in China on November 7, 2023.
The Convention is an international treaty with the widest scope of application and the largest number of contracting parties under the framework of The Hague Conference on Private International Law, aiming at simplifying the procedures for transnational circulation of official documents. Since November 7th, official documents sent by China to other contracting parties can be sent to other contracting parties for use only by handling the Apostille stipulated in the Convention, without the need for consular certification from China and embassies and consulates in China. Official documents of other contracting parties sent to the mainland of China only need to apply for the additional certificate of that country, and there is no need to apply for the consular certification of the local embassies and consulates of that country and China.
Implementation of Industry Standards for Mass Sports Events
Recently, the State General Administration of Sport issued four sports industry standards, namely, the compilation content and evaluation guide for mass sports events, the compilation content and evaluation guide for mass sports events, the technical guide for safety evaluation of mass sports events, and the operation service standard for mass sports events, which are planned to be implemented from November 1, 2023.
Cancellation of filing matters for enterprises of origin of export goods
The General Administration of Customs issued a notice on canceling the filing of enterprises of origin of export goods. In order to further optimize the business environment of cross-border trade and enhance trade convenience, the General Administration of Customs decided to cancel the filing of enterprises of origin of export goods from November 1, 2023. Applicants for certificates of origin can apply for certificates of origin directly through the "single window" of international trade, internet plus Customs and the reporting system of the China Council for the Promotion of International Trade.

Adjust the minimum wage in two places: Guangxi and Tianjin
The People’s Government of Guangxi Zhuang Autonomous Region recently issued the Notice of the People’s Government of Guangxi Zhuang Autonomous Region on Adjusting the Minimum Wage Standard in the Region (Gui Zhengfa [2023] No.24). According to the relevant requirements of the Labor Law of People’s Republic of China (PRC) and the Minimum Wage Regulations, combined with the actual situation in Guangxi, it decided to adjust the minimum wage standard in the region, and the adjusted minimum wage standard in the region will be implemented from November 1, 2023.
In order to safeguard the legitimate rights and interests of workers and ensure the basic livelihood of workers and their family members, according to the Minimum Wage Regulations (Order No.21 of the Ministry of Labor and Social Security) and the Notice of Tianjin Municipal People’s Government on Printing and Distributing the Provisions on Minimum Wage Guarantee, with the approval of Tianjin Municipal People’s Government, it is decided to adjust the minimum wage standard in Tianjin, and the adjusted minimum wage standard in Tianjin will be implemented as of November 1, 2023.
The withdrawal of housing accumulation fund in Shenzhen has changed.
The Shenzhen Housing and Construction Bureau recently released the Notice of the Shenzhen Housing Provident Fund Management Committee on Relevant Matters Concerning the Extraction of Housing Provident Funds in Our City. According to the notice, employees who have no housing in Shenzhen can withdraw the housing provident fund at 100% of the monthly payment; Eligible families with many children and employees renting public rental housing can choose to withdraw housing provident fund according to the actual monthly rent, which is not limited by the monthly deposit. The notice shall come into force on November 1, 2023 and be valid for one year.
Kunming civilized gull-watching regulations will be implemented on November 1.
On October 19th, a press conference was held to announce the Regulations on Civilized Ornamental Red-billed Gull in Kunming (hereinafter referred to as the Regulations), which was adopted by the 13th meeting of the 15th Standing Committee of Kunming Municipal People’s Congress and approved by the 5th meeting of the 14th Standing Committee of Yunnan Provincial People’s Congress, and will be implemented on November 1st, 2023. Those who violate the Regulations and refuse to correct them will be punished.
